"Do no significant harm" Report for the Interreg VI-A IPA Hungary-Serbia Programme prepared in parallel to the Interreg Programme document for the next 2021-2027 programme.
After the approval of the documents by the Programming Committee of the future Interreg-IPA CBC programme between Hungary and Serbia, we are hereby publishing the draft Interreg Programme (the fundamental document of the next programming period) and the environmental report of the Strategic Environmental Assessment (SEA).
A new information and monitoring system is introduced for the Interreg programmes implemented with Hungarian Managing Authority. The INTERREG+ (I+) platform will be used for reporting by the Beneficiaries of the 3rd Call for Proposals.
The structure and the screens of the new system are similar to the previous one (IMIS 2014-2020), but its look and the operation is much improved based on the experience gained in the previous years. The main goal of the developer was to create an easy-to-understand operation with a user-friendly surface.

The Managing Authority (MA), the National Authority (NA), the Joint Secretariat (JS) and the First Level Control (FLC) of the Interreg-IPA CBC Hungary-Serbia programme have recently received a number of queries related to cancelled events, travels, undelivered equipment, etc. because of the COVID-19 pandemic. In many cases, the questions are linked to the eligibility of related expenditures. In this regard, the MA/JS provide the guidance to all Lead Beneficiaries, Beneficiaries and control bodies of the programme.

The purpose of the operational evaluation is to assess effectiveness and efficiency of the programme management and implementation. Effectiveness refers to the degree to which set objectives and targets are achieved. Efficiency refers to the use of financial/administrative resources in relation to outputs and results.
The evaluation has been made by Central European Service for Cross-Border Initiatives (CESCI) and was approved by the Joint Monitoring Committee on 07 October 2019.

Visual Identity Manual of the Interreg-IPA CBC Hungary-Serbia Programme (hereinafter referred to as the Manual) is a guide into the Programme’s brand standards, requirements and rules of usage of its elements.
The Manual is primarily intended for graphic design professionals, who would be creating the design of the Programme’s branded material, as well as for the Beneficiaries/projects within the Programme which would use it as a guide for creating the communication material for the projects.
The Manual consists of the two chapters:
The Visual Identity Manual is intended to be a living document. Therefore, it may be revised periodically to reflect new or changed requirements. It may also be changed in order to be more useful to its users.
NOTE: This version of the Manual was updated on 31 May 2019. The changes compared to the previous version include the precise dimensions of the temporary Billboard and the Permanent Explanatory Plaque, as well as the Disclaimer note (to match the Disclaimer note in the Guidelines).
New edition of PraG is available from 15 July 2019. The beneficiaries of the Programme are required to apply this version of PraG to all procedures where the contract notice is published as of 15 July 2019.
This document is still being examined for the changes made to the previous version of the PraG, and soon list of changes will be published. However, it is important to note that all thresholds remained unchanged. For the relevant procedures the beneficiaries should use the annexes available within this latest version on the following link: http://ec.europa.eu/europeaid/prag/document.do.
The single tender documentation available on the Programme’s website does not need updates as the chapters of PraG referring to in the single tender documents remained the same.
The HUSRB/1903 Guidelines for Implementation of Information and Publicity Measures for Projects is a document to be used by the projects selected/to be contracted within the framework of the Third Call for Proposals of the programme Interreg-IPA CBC Hungary-Serbia. This document contains relevant information and instructions for Lead Beneficiaries/Beneficiaries to be used during the implementation of the projects.
Reporting forms Before Project Event and After Project Event are also to be used by the contracted projects within the framework of the Third Call for Proposals of the programme Interreg-IPA CBC Hungary-Serbia. Their usage is explained in detail in the document HUSRB/1903 Guidelines for Implementation of Information and Publicity Measures for Projects.
Interreg-IPA Cross-border Cooperation Programme Hungary-Serbia (Interreg-IPA CBC Hungary-Serbia) launched the Third Call for Proposals on 1 June 2019.
Third Call for Proposals, under the reference number HUSRB/1903, and the amount of funds of 10.38 million EUR, is intended for a broad range of Applicants and actions within the Programme area.
ThirdCall for Proposals HUSRB/1903 will be open until 30 September 2019.

European Commission issued a new version of “Procurement And Grants for European Union external actions – A Practical Guide (PRAG)“ on 2 August 2018.

Please note that the new rules need to be applied in procurement procedures launched after 2 August 2018. It is important to remark that the thresholds of the procurement procedures did not change. In case of all procedures above the threshold of single tender, the new/modified annexes need to be applied. Concerning the documentation of single tender procedures, the changes affect only the section 2 of the Tender Form template, where only the number of the referred PraG chapters needed to be modified according to the structure of the new version of PraG (the Chapter 2.3.3 changed to 2.6.10.1 and the Chapter 2.4.14 changed to 2.5.6). The “Single Tender” package is now available in Hungarian and Serbian, too. In addition, the corrected version of the English documentation has been uploaded.
For any procurement procedure within the single tender threshold during the implementation period as well as the preparation phase the uploaded documentation must be use in line with chapter 4 of the “Eligibility Rules of expenditures”. Otherwise, the given expenditure will not be eligible.
Beneficiaries in Hungary are allowed to use the Hungarian and English versions and Beneficiaries in Serbia are allowed to use the Serbian and English versions. The packages contain the following documents: Request and information; Tender Form; Single Tender report; and Contract template. Out of these documents the Contract template is optional, but the other three documents are compulsory to use.
Please note, that the Beneficiary is always allowed to apply a higher ranked procedure in line with the Programme and PraG rules, which is in this case the “Competitive Negotiated” procedure.

Documentation for Single Tender Procedures now available in English. Each document (Services, Supply and Works) contains the following four files: ‘Request and information’; ‘Tender Form’ and ‘Single Tender Report’ and a template for Contract or Order Letter. The first three documents are compulsory to use in case of procurements of minimum EUR 2,500 and maximum of EUR 20,000 net amount (‘Eligibility Rules of Expenditures’ modified on 05/12/2016, chapter 4.4, 4.5 and 4.6).
The templates of Contract and the Order Letter are only guidance documents and their usage is optional. However, please note that having a contract or order letter in case of single tenders is obligatory for the validation of the expenditures.
The documentation will be available soon in Hungarian and Serbian, as well. Beneficiaries from Hungary can use either the Hungarian or the English version, and Beneficiaries from Serbia can use either Serbian or the English version.
Info Days within the Second Call for Proposals were held in Szeged, Novi Sad, Subotica and Kecskemét between November 24 and November 30, 2016, with the goal to inform Potential Beneficiaries about the Programme, the application process and other related rules.

NOTE - Corrigendum of the Eligibility Rules of Expenditures:
Apart from technical modifications the corrigendum of the Eligibility Rules of Expenditures contains two main changes. One is that in case of choosing flat rate for ‘Staff Cost’ (which was not an option in case of Strategic Call) the ‘Travel and accommodation costs’ can also be planned. The other one is that the thresholds and requirements of procurement procedures changed.

Interreg-IPA Cross-border Cooperation Programme Hungary-Serbia launched the Strategic Call for Proposals HUSRB/1601 on March 29, 2016.
The Call will be open until September 30, 2016 – by 24:00 CET, as evidenced by the date on the postal stamp, or by 16:00 CET in case of personal or courier delivery to the JS.
Please note that the original deadline for submission of project proposals within the Strategic Call was August 26, 2016, 24:00 PM CET (16:00 CET in case of personal delivery of the Application). This deadline was extended by the JMC on July 11, 2016.
This is the first call for proposals within the Programme that was approved by the European Commission Decision C(2015)9488 on December 15, 2015.
The Strategic Call for Proposals, under the reference number HUSRB/1601, and the amount of funds of 24,800,000 EUR, is intended for projects of strategic value for the Hungary-Serbia border region.
